I spent several weeks reviewing recent literature nation-wide, and developing and analyzing of a survey of our members to learn more about the scope and causes of the difficulties our rural schools face recruiting and retaining high quality teachers. Here is the paper I wrote as a result. At the end are recommended policy considerations based on what I found.
